Effective 1 January 2026, amendments to the Regulation on the organisation and conduct of inspections within state control (supervision) over compliance with labour legislation enter into force.
The Government has approved stricter target indicators for the State Labour Inspectorate (GIT) for 2026. Government Resolution No. 1122 of 28 July 2025 extends the current regulation for one year (until 31 December 2026) and, in parallel, introduces new indicators that may trigger supervisory attention.
Target KPIs for state labour control in 2026:
Fatalities in occupational accidents per 100,000 employed during the reporting period — no more than 1.57 (currently ≤ 1.58);
Victims with severe consequences per 100,000 employed — no more than 5.5 (currently ≤ 5.55);
Loss measured as overdue wage arrears relative to the total nominal wage bill in Russia for the reporting period — no more than 0.044 thousand roubles (currently ≤ 0.045 thousand roubles).
In addition, the rules for conducting planned control (supervisory) activities have been revised. Previously, employers classified as significant, medium, and moderate risk were subject to on-site inspections once every three, five, and six years respectively. Now, such employers will be subject to a mandatory preventive visit, with the frequency to be determined by the Government.
